I would like to ask about what kind of software Is used to tune ( reflash )Toyota Land Cruisers 2008 and above and land cruiser 2000 -2007

Sadly Toyota is one of the manufacturers where there are very few options available. I'm not personally aware of anything commercially available that covers those years in the land cruiser. You may be best to consider a standalone ECU instead. If the land cruiser uses an automatic transmission you could piggy back the standalone in so that the TCM still functions as expected.
