I am currently tuning a torque based ECU (turbo application) and note that the stock maximum torque limit tables taper off at the higher RPM section of the table. Before I start increasing the values in this table I would like to know what determines at what RPM I should start tapering down the max torque limit and to what torque value at max RPM? What should I be logging and what should I be looking for?

Most stock engines can't generate peak torque all the way to redline, simply due to the nature of the engine's airflow, so torque requests and limits will taper to follow the reasonable output of the engine system. Many engines don't even maintain peak HP to redline let alone peak torque.
With a turbocharged system, the turbo is often already at its highest shaft speed at high engine RPM, so there is generally more room to increase torque at lower RPM than higher RPM, in terms of turbo capability, but increases max torque output has it's own concerns in terms of physical limitations of engine internals, DI pump if fitted, etc.
