I am in the process of assembling my evo 8 4g63 2.0l build. I’m using Manley 4340 pro series con rods with ARP 2000 hardware.
So far in one of the con rods, only one rod bolt is meeting bolt stretch specs that Manley provides at 45-55 ftlbs. The other bolt at the highest torque value still comes just under .005, with the lubricant that Manley provides.
I disassembled, cleaned and applied ARP lube and applied the torques spec Manley provides and now that bolt meets the stretch but mean while the other bolt that was within spec, now exceeds spec at .007.
My question is, can I run 2 different torque specs on the same con rods, as long as the bolt stretch is met?

Yes, absolutely. There is a good vodeo produced by american Power Nation YouTube channel showing exactly that - the main goal is to control proper bolt stretch to ensure correct clamping force...
Does that include going over the recommended torque spec to achieve the stretch?

In order to achive required bolt stretch you can exceed recommend torque value. However there is a limit to that. Taken from arp faq site
