What acts like the derivative gain when tuning PID using ecuflash( 16 bit SD rom) on a 2004 Subaru wrx or are that not a option with ecuflash. Also do I have the option of selecting the hz of the boost solenoid.

Subarus with conventional 2 port wastegate actuator control solenoids use P and I terms only. They are loggable via COBB, hopefully also via open source.
Frequency is tunable via COBB, but be careful to work within the operating range of the ECU hardware. I don't know if open source has the frequency table properly defined.
