With the initial 2d sketch of the exhaust flange when it comes to do the coincident of the 3 smaller circles, it doesn't let me snap the 2 lower circles to the top circle? even when I select the coincident tab and the smaller circle it doesn't even highlight the large construction circle.
in your video it works but it doesn't seem to want to move into position

Coincident means they share the same position - in other words are touching.
That's impossible as you've already made an 80mm line separating them.
I think you're mistaking this for setting them at equal diameter using the equal constraint?
