Since you can get the same power from a range of afr, would it be correct to say picking the "best" one is a matter of what your priorities are?

For example:

Endurance race car- good fuel, might want to optimize for fuel economy

Knock sensitive car with pump gas, might want to target richer

You are absolutely correct - everything should be in line with conditions the engine is going to face. For instance- in drag racing I want to get as much power as I can without knock to go as fast as I can so I might use slightly leaner AFR since the engine is facing high load conditions only for 5-15 second - it's not that long. But if I want the same engine to go on a race track or rally where it will see high load conditions for much longer periods of time I definitely want to add more fuel to combustion chamber for mid cooling effect and ensure safety margine is implemented. Having said that I don't want to use too much fuel to increase fuel consumption if it's endurance race and every additional stop for refueling could be win or loose factor.
