What do cloased and opend loop mean?
Is close loop when the ECU make alterations to the fuel delivery to account for any errors compared to our desired target?

You're pretty much bang on there.
Closed loop is when feedback from sensors allows the ecu to make corrections to an actuator based on target error.
Whereas open loop is where the ecu controls the actuator based on set parameters in the ecu.
