It's better to have no toe change or the minimize it -- this is called bump steer.
On braking, front slight out, rear slightly in, is more stable - but, as David said, it's better to have no toe in/out variation through the suspension travel - not least because it makes the front end twitchy over bumps as the steering agle of the wheels moves, and makes setting up the suspension geometry tricky.
