How would any TIG welding specialist value this weld on this tube (25CrMo4) Vertical tube D40x2,5mm tube under angle D40x2,0mm.
What is wrong and what needs to be changed?

Looks like way to much heat, possibly incorrect shielding gas and the weld surfaces were dirty leading to contamination of the weld.
Base material too dirty
looks like it was too hot and the verticle has deformed or pulled in towards the weld. you will always get some level of pull when welding but it comes down to how much deformation is allowed and how much heat was put into the component. Too much heat will make the joint brittle.
