it is mentioned that torque can be measured on a dyno through a torque measurement tool, my question is: is there a way to measure the torque in relation to timing if the car is tuned on a street?

Not really.

You could have a data logger and log acceleration while operating on a flat section of road. As long as the wind conditions and gearing don't change, acceleration is directly related to torque -- but the acceleration units are very small, and often have noise in the data from bumps. But with a data logger you can overlay data from two different runs and see if a timing change affects the longitudinal acceleration (and thus the torque).

Doing this on the dyno is 10 times better and you should really make an effort to tune with the proper tools (ie. a chassis or engine dyno).
