Some may do so, but in practice you need to make sure they're tight, without needing to fully torque them* - oh, in english the word for the tightening tool is "torque wrench".
*With torque to yield, or stretch bolts, if you torqued them fully you'd need to buy a new set, which is expensive for no good reason.
