What are the steps should follow when you Tuning VTEC Engine? And how about the VTEC point?

Tuning principles are the same regardless the type of valve train so you need to just follow them. As for VTEC point it is very simple - once you are done dialing in your cams for best power make two dyno pulls - one with VTEC on and the other one with VTEC off. Than just overlay the power curves and see at what RPM point the cross over- that is your VTEC point.
