What can I use to tune a 99 forster naturally aspirated. Tuning software and type of cable so I can use it to learn on.

Joel i know this is a little late but hopefully you still see this.
The only way that I know of to tune the older Subaru ecu's yourself would be with Project Lambda Tuning.
It uses a bluetooth obd2 device and allows tuning of the stock ecu. They also have their own logging software. I have been using it for the last year and although it's far from perfect it gets the job done and is as good as/almost the same as Romraider but works on more of the na cars specifically 98-02'.
