Yes, no, maybe - you don't give much information on what your actual question is...
The AFR course is a great foundation, and the tuning courses get deeper into adjusting fueling, so I would say the suggested base values could be used to start up an engine, and then the tuning courses explain how to figure out how to change those values to suit each application.
