@ minute 2:21 the graph was showing part throttle of 20% yet the RPM is setting at 2000RPM, where @ minute 4:30. Andre is saying he is at full throttle yet the RPM is still setting at 2000RMP which I find confusing how the RPM didn't change with wide open throttle. I'd appreciate explaining this point please.

He is using a loading dyno that can hold the RPM at a certain point he chooses. It's the best way to be able to really dial in a particular part of a map with a high degree of accuracy.
