At idle the rpms seem fine then as soon as I move the gauge cluster rpms and the scanner drops to 400.

That's an interesting one.
Just to clarify and make sure I understand the situation, is the factory gauge cluster reading a reasonable RPM value, but the gauges on screen in VCM scanner are reading an implausible value, or perhaps the reverse?
