You're giving VERY little to comment on -

Is the engine N/A, supercharged, turbocharged?

The last can be a particular problem as there are two different things that will reduce reponse - internal leakage of the turbo-charger that means the exhaust gases aren't sufficient to start spinning up the turbine and/or pressurise the charge air when full throttle is applied below a threshold point, which is usually considered "coming on boost". And with larger turbo's, especially on smaller engines built for boost, even when in the designed working rpm range, there can be a delay spooling when full throttle is applied as the mass of the rotating parts needs to be spun up to speed.

With either forced induction option, there may also be a slight delay if there is a lot of large diameter plumbing and/or a large charge cooler as their internal volume will slow the build up of 'boost'.

Then there may be the basic characteristics of the engine - if the query is about a lack of lower rpm torque, it may be down to the camshaft, etc, as well as the points the others have brought up.
