The reason for this behavior is because you have defined your Throttle Area table to indicate that 100% area is achieved at 80% Throttle Servo Position. A reverse lookup is performed when 100% throttle is requested to determine the necessary Throttle Servo Position to achieve this. See the attached picture of your table
The default table does not look like yours. See attached picture.
