What might cause a turbo to be under oost but still give good power, we are readin 14-15 psibut having good power.

Good power compared to what? Have you had it running on a dyno before and is it making the same power now on a lower boost?
Where are you reading boost from? Does this source has a boost leak and possibly not telling you the actual boost?
