The lower coilover adjustment is to set the benchmark 1/3 rebound and 2/3 bump as well as preventing the wheel / tyre from fowling on the arch or bodywork. For the front wheels the latter is done with the steering straight ahead. Assume you don’t incorporate any steering angle as most cars would fowl unless the arches were flared / widened.

You're correct, the reason for having the steering straight while working out the bump/rebound ratio is because the wheels will often contact the inner guards and wheel arches.
It's still a great idea to try and gain more clearance with the wheels turned though... There's nothing worse than getting sideways and having your inside front wheel contact the inner guard, locking up the wheel and causing you to spin out (don't ask me how I know 😅).
