how do you maintain the rpm say 4k rpm while you increase the load of the car ? by using brakes?

A load bearing dyno can hold the engine speed constant while the load is varied. You just need to specify the RPM (or sometimes the Wheelspeed). You do not use the vehicle brakes while on a chassis dyno.
