How can you keep the car at 2000 rpm at wide open throttle 100% wouldn't the car just rev up if you open the throttle all the way. Or is the ECU tricking the motor to not rev up all the way ?
The dyno that is used can control the load. It's called a load bearing dyno, and is really a great tool to properly tune engines in all conditions.
