I'm not 100% sure I understand your question sorry. If you're asking about the overall tuning process then yes, it is iterative and the boost will affect the required fuel and ignition timing. The process is to tune the fuel and ignition and then raise the boost a little. You then repeat the process until you reach your boost target.
