I know it's good to have a Mac valve and boost control off the ECU to be able to ramp in boost while tuning... what's the ideal "range" for this ramp? Since the wastegate spring can only go up double the psi with a boost controller, there is also that ceiling.

If I put in a 14psi spring and want to do a max boost of 18psi, is this okay?

Nice thanks, from that article it states "selecting a wastegate spring that gives a gate pressure 10-20% lower than your target boost".

Then it sounds like a 14psi spring for a 17-18psi target is spot on
