00:00 A relatively recent addition to the US emissions infrastructure is the SEMA Certified Emissions Program or SCE for short.
00:08 SEMA is the Specialty Equipment Market Association and they're known for their efforts to help individuals and businesses who enjoy modifying their vehicles.
00:17 The association now has two emissions labs, one in Diamond Bar, California and another in Plymouth, Michigan.
00:24 Through their efforts to assist SEMA members in achieving carb EOs, they've learned a lot about the process and helped CARB to streamline it.
00:33 SEMA also decided there are some aspects of the carb EO process which they feel can be done a bit differently via their own SEMA certification process.
00:43 SEMA believes their certification qualifies as a reasonable basis to the EPA based on the 2020 Memorandum to the Clean Air Act.
00:52 SEMA has also opened the door to offering a certification on additional products.
00:56 For example CARB doesn't currently offer a path to compliance for an aftermarket flex fuel kit because they haven't yet decided on a reasonable testing protocol.

01:28 This opens the door to potentially achieving a SEMA certification then a CARB EO later based on a single set of lab test data.
01:37 One other aspect to be aware of is that both SEMA and CARB judge tunes and other products on the basis of quality, durability and reliability.

01:55 Approved SEMA certs are noted in databases like CARB's so anyone can verify the existence of a claimed compliance effort.
02:03 Labels provided with SEMA certified products are placed in the engine bay of a vehicle to let inspectors know where to find the SEMA certification or the CARB EO associated with an installed product.
02:15 It's important to note that a SEMA certification isn't valid in the eyes of California at this time so if you operate in California or sell into California, a CARB EO is still the way to go.
02:28 There are a few other states which also require a CARB EO to sell certain aftermarket parts so be sure to check requirements in all areas you intend to do business.
02:38 At this time, because the SEMA certification process is relatively new, we're not aware of the final outcome of an attempted EPA enforcement action against a company for selling a product which had a SEMA certification at the time of sale but the industry is hopeful it will provide adequate protection.
