Would like to know having the block what the advantage and disadvantage?

Only time you would want to machine a block is if you are boring the cylinders or if you are honing the block for stock pistons for a rebuild. The advantages would be bigger displacement "bigger cyl bore" and on the rebuild side a proper break in process for the new rings.
