Working on a customers 6.0l swap - painless harness & ECM . Both HO2S reading 450mv (as if unplugged) but they are connected & i have verified the wiring to the ECM . Im using HP tuners , during my data logging im noticing a parameter - Fuel system #1 - OL not ready . is it not going into CL because of the O2's or are the O2's not reading because its stuck in OL & if so why? c

Was able to Resolve the issue , but this might help someone in the future . The customer had bought 2 new HO2S for the correct swap engine & the connectors fit no problem . I attempted switching terminals , still no signal . I ended up looking up the manual for the Painless kit & there was a section on recommended parts . Ran the Part # for the 02s with my parts supplier , in stock . Fitted new HO2S , immediately started working , once up to temp went to closed loop , fuel trims reading . Simple enough , but it had me banging my head against the wall...
