So once engine timing is set can just set the degree wheel to TDC does skimming an engine block or head would effect that ?
It depends on the engine design. In theory there will be a slight change with over head camshaft(s), as the driven side of the chain/belt will be slightly shortened, but in practice it's negligible and nothing to worry about.
With cam-in-block, like V8s and other engines using pushrods, there's no change.
