Happen to pretty much everyone who tries to use internal gate turbos on rotaries, even some of the BW efr internal gate setups are marginal for pump fuel on well setup engine systems with big exhausts. You really need to go to an external gate, even if it is one welded on the outside of the housing volute to retain the manifold/dump setup you have.
Run an external gate or run a more restrictive exhaust.
Put a muffler and a high flow cat on there and it will be fine.
