To what temperature should the IAT drop to, to make sure there is no more heat soak ?

I noticed IAT was 59ish degrees initially before you started the run

The heat soak effect depends on sensor location, not on any temperature difference. It's a common practice to install iat sensor in cold intercooler side bunk or in piping making sure that sensor is covered from flowing air from in front of the car- that might have negative effect on reading too.
