are these tables to remain blank during initial tuning as they can affect actual target numbers whilst tuning base maps
No you will actually need to configure these tables prior to tuning. The reason being that we can't hold the IAT consistent during the tuning process and as the IAT changes so will the air fuel ratio. This means that without a properly developed IAT comp table you would be chasing these errors in the main fuel table.
