i dont have accesstuner and accesstuner race for my subaru wrx 2010 how tune if i have a ap v3 ?

Ecuflash and romraider and ditch the ap

You need Accesstuner to tune with a Cobb. Like Al Tyler said, buy a Tactrix Openport 2.0 and go with ECUFlash and Romraider. Or go see a tuner with Accesstuner Pro and they will be able to tune your car with Cobb.
