What is the negative supposed to be grounded to?

Depends on what you're wiring it to and what the sensor is being used for.

If it's crank/cam some ECUs have dedicated pins for both sides of the VR sensor, some ECUs just require one side and the other is wired to sensor 0v.

Wheel speed sensor would be one side to the ECU and the other side to sensor 0v, assuming the ECU input is VR tolerant.
