when making the guestimated changes to the untuned area as you are about to turn the boost up. Can u increase fueling by the same percentage u increased boost?

It depends. Is your standalone ECU using pulsewidth for the fuel table? Or is it VE based? With a VE fuel table, there is usually not much change with additional boost. You could certainly add 5 or 10% if you were worried, then correct it with data from the full power run.

With a pulsewidth fuel table, you might want to use the percentage increase as a staring point, assuming you don't have some pressure compensation table that already does "double the air, double the fuel".
